In the event of a national emergency, internet traffic to communicate with government computer systems (i.e. www.fbi.gov) should be given traffic priority in the event of a spike in traffic due to a catastrophic event.
It is important that public safety entities fully understand the options that are available to them to better improve their facilities.

President Obama should, as promised, appoint a national cyber security advisor to coordinate policy to secure information and information networks. The FCC should work closely with this advisor to develop recommendations to include in the National Broadband Plan.
