Citizen's Band Network
The FCC should allocate a CB Digital Network band on 900 MHz to United States citizens. This network should go ~15 miles (or more) at speeds ranging from 1 MB/s (far) to 54 MB/s (close). The spectrum should be alloted, not the modulations, so they can change quickly. They should be lightly regulated, like the 27 MHz CB band.

Make sure phones WORK AT ALL when there is no connection.
I've had a couple of different phones that, when you are not close enough to a cellular tower, you can't even tell what time it is. You can't see your contacts (including emergency contacts). You can't see your calendar (and any reminders you set won't 'ring').... more »

Don't forget the backhaul connections
Part of the problem is the backhaul connections are terribly oversubscribed. Verizon, ATT are happy to sell lots of 3G devices, but building the infrastructure cuts into their profits.

If a wireless or broadcast company buys up radio spectrum bandwidth from the FCC, but then doesn't SUBSTANTIALLY USE IT, that bandwidth should be re-auctioned.

'Unlimited'
If a carrier claims 'unlimited' broadband, why are they allowed to then LIMIT IT? Either by charging criminally high rates, or by cutting service off, or by other methods.
Make some definitions. You know, like 'unlimited' means 'unlimited'. See if they sell any '3G wireless' when they tell you that streaming one movie will blow your 'unlimited' download budget.

Creation of broadband mapping databases is necessary but not sufficient. There is a need for publicly accessible web services beyond simple search interfaces.
