Make Broadband A Right

The US should follow the Finnish example and make it a legal right to bring at a minimum of 1 Mbps to begin with and then 100 Mbps Internet to ALL Americans. And if providers must impose a cap, then it should be a daily cap instead of a monthly cap like other countries are imposing (25 GB a day vs 250 GB a month). It would be better if there weren't any at all, because people are already streaming movies that require lots of bandwidth anyway, but a daily bandwidth cap wouldn't be much of an issue here.
