Asymmetric Charging to discourage BitTorrents

Most of us know what purpose BitTorrents are used for. However there is no effective way of blocking BitTorrents without compromising on Net Neutrality. If the ISP provider charges not for total volume of data but based on direction of traffic it can be effectively addressed.
