Study the emergency telecommunications and IT systems and networks now operating across the nation

The National Broadband Plan should call on Congress and the Administration to convene a new blue-ribbon panel on emergency communications and information technology, such as that assembled by the U.S. National Science Foundation in 2003, to study the emergency telecommunications and IT systems and networks now operating across the nation. The panel should recommend to the Administration and Congress ways that those networks ...more »

Build a National, 21st Century Telecommunications System

The National Broadband Plan mus include designs to utilize broadband technologies to enhance public safety and protect homeland security. This should include a national effort to build a national 21st century telecommunications system that will provide for public safety and homeland security similar to the effort undertaken 50 years ago to build our National Interstate and Defense Highway system. This effort should ...more »

Electromagnetic Pulse (EMP) and Solar Flare Protections

I recommend that broadband networks be shielded to the extent required to keep several communications ports functional serving each city and town after an electromagnetic pulse (EMP) attack or after an intense solar flare event. Our society is becoming so highly dependent on the Internet and broadband communication that this communication needs to be protected against events that can disable most or the entire communications ...more »

Disaster Failover and Uninterruptible Power

'Satellite Broadband' may have a role as a 'failover' mode for local disasters that otherwise cut off sections of communities from the outside world. More Cellular broadband (i.e. 3G/4G/EVDO/etc.) towers should have uninterruptible power and a backup satellite uplink built in to provide at least emergency/911 services when disaster cuts off their power, and potentially fells their peers. At least they should have some ...more »

Leveraging real-time web apps for emergency communications

Due to advances in real time web technology and networking, the United States should develop new real-time tools for alerting and communicating with the American public, using techniques to encourage involvement and make sure that no one misses out on critical information to them and their surroundings. Due to the rapid growth in this technology, a public-private partnership could insure that costs would be manageable ...more »

The National Broadband Plan should adopt the recommendations of the Joint Advisory Committee on Communications Capabilities of Emergency Medical and Public Health Care Facilities to overhaul and update the communications systems of EMS, 9-1-1, and public health facilities, based on these principles: * Encourage interoperable broadband networks. * Improve interoperability through better interagency coordination. ...more »

Create an Emergency Radio Service...

REASONS AND BASES FOR NEW EMERGENCY RADIO SERVICE 1. In Public Notice DA 09-2259, the Commission made the following statement: "While the value of the amateur service to the public as a voluntary noncommercial communications service, particularly with respect to providing emergency communications, is one of the underlying principles of the amateur service, the amateur service is not an emergency radio service [emphasis ...more »

A national cyber security advisor

President Obama should, as promised, appoint a national cyber security advisor to coordinate policy to secure information and information networks. The FCC should work closely with this advisor to develop recommendations to include in the National Broadband Plan.

What is the deal with this site and the FCC?

I think the "Contact" button at Broadband. gov should work, but it does not. I think the button that pops up when you sign up and tells you that you can "re-send your email notificaiton" should be spelled correctly, but it is not. Is this a real site? I see it is beta, but it could still be done correctly. How come the FCC ONLY will allow comment on broadband, when there are so many other issues it addresses in our ...more »

Security

As we have seen, the origional internet plans weren't planned for with advanced security in mind. As part of a broadband plan, obviously the telecom providers need to run physical wires accross the land, and in many places might be vulnerable to wire taps where they are hard to find. i reconmmend that when ISP routes traffic, that the raw data being transferred is encapsulated with encryption to which the shared key changes ...more »
