    the best way to do that would be for the local municipality to own the house connection hardware (last mile).

    A monopoly does not necessarily make things bad. The government regulates the monopoly to ensure service quality and monetary returns are fair. Many people would argue that the telephone network prior to 1996 (and 1984) was of higher quality and the complaints about it being overpriced were not as prevalent as they are today.
