Develop a National Council on Digital Inclusion with state councils like in WA State (www.communitiesconnect.org/about-ccn/faqs#codi).

    State councils can feed a national advisory group and should have reps from industry, different levels of gov, education, non-profits and community technology learning centers, libraries, and content areas such as health and consumers.
