Broadband grants hurting home values?

Stimulus grants are being made in New Hampshire to parts of towns that already have broadband rather than to areas that do not. Meanwhile the local telephone company apparently has no intention of extending DSL to some areas with houses even a few hundred feet apart even if it receives stimulus money. It disadvantages children, home businesses and takes away value from homes. Who would want to buy a house where there is no broadband when you can buy a similar house a couple of miles away with broadband? Grants should only be given to ensure every home and business in America has broadband access before other grants are made. And carriers with monopoly service territories should not be able to sell discount packages until they can offer it call. That should apply to cable and phone companies.
